The pier is capable of accommodating vessels of up to 500 gross tons. The facilities include a multipurpose pier measuring 10 meters in width and 371 meters in length, 1 pier structure, 2 ferry berthing areas with a total area of 1,460 square meters, service buildings, a revetment for shoreline protection, and access roads. The pier plays a significant role in promoting and supporting water transportation for passengers, cargo, and vehicles. It contributes to the development of the eastern southern region of Thailand and enhances the country\u2019s logistics competitiveness.<\/p>\n\n\n\n<p>Currently, the Don Sak Multipurpose Pier faces several critical limitations. The quay length is insufficient to accommodate large cargo vessels, while the navigation channel has become shallow due to sedimentation and the presence of underwater sandbars. As a result, the movement of cargo vessels in and out of the port are, in some cases, dependent on tidal conditions. Moreover, the port is unable to efficiently accommodate large cargo ships. These constraints pose significant challenges to the development of the area, leading to lost opportunities in national competitiveness and creating long-term obstacles to the country\u2019s economic and logistics development.<\/p>\n\n\n\n<p>The private sector has requested that the Marine Department develop and upgrade the Don Sak Multipurpose Pier in Surat Thani Province to accommodate large cargo vessels requiring berthing facilities. The proposed port development in this area is considered a key strategic initiative for national economic and social development. It aims to enhance the maritime logistics network, ensuring an integrated and systematic connectivity in line with the country\u2019s economic expansion.<\/p>\n\n\n\n<p>Furthermore, the project is expected to strengthen infrastructure capacity and improve quality of life, while supporting the development of the economic system in southern Thailand. By enhancing water transport linkages between the eastern, central, and eastern southern regions of the country, it serves as a critical enabler for economic growth. It will also support the expansion of export activities at both national and regional levels, thereby generating maximum benefits for Thailand\u2019s overall development.<\/p>\n\n\n\n<p>The Marine Department, as a government agency, is responsible for the development of water transportation infrastructure, including the construction of piers, breakwaters and sediment control structures, coastal erosion protection works, beach nourishment, and other related facilities. It is also responsible for implementing safety measures for water transport to serve the public, thereby supporting both freight transportation, passenger and tourism services.<\/p>\n\n\n\n<p>The Department recognizes that the Don Sak Pier is a key port on Thailand\u2019s eastern southern coast, with significant demand from vessels and cargo traffic. It is considered an important port that contributes to income generation for both the regional economy and the country as a whole.<\/p>\n\n\n\n<p>Currently, the pier infrastructure is unable to accommodate large cargo vessels and is therefore not being utilized to its full potential. It is considered necessary to upgrade and develop the facility into a deep-sea port capable of serving larger vessels, in order to further strengthen the economy of Surat Thani Province and promote regional development. Such development would enhance the area\u2019s economic growth, improve the country\u2019s competitiveness, generate employment opportunities, and increase income. Ultimately, it would contribute to raising living standards and strengthening the overall socio-economic stability and resilience of the region.<\/p>\n\n\n\n<p>The results of the preliminary feasibility study for the development of the second Don Sak Deep-Sea Port in Surat Thani Province indicate that the most suitable location is the Don Sak Multipurpose Pier area (Laem Thuat), which is the existing port site previously constructed by the Marine Department. This location is considered appropriate due to the availability of existing public utilities and supporting infrastructure, as well as its suitability in terms of economic, engineering, and environmental aspects. However, as the project is large-scale and the public sector faces limitations in terms of resource availability for implementation, the Public-Private Partnership (PPP) model\u2014an internationally recognized approach\u2014is deemed appropriate for the development of such infrastructure. Under this arrangement, the government delegates responsibilities to the private sector through a concession agreement, allowing private participation in the investment, development, and operation of the project, which is fundamentally a public sector responsibility. The Marine Department therefore intends to engage a qualified consultant with expertise in coastal engineering, port engineering, environmental and health impact assessment, and public-private partnership (PPP) analysis.
