{"id":2867,"date":"2024-12-16T14:04:00","date_gmt":"2024-12-16T07:04:00","guid":{"rendered":"https:\/\/infratrans.co.th\/?p=2867"},"modified":"2026-05-21T14:08:00","modified_gmt":"2026-05-21T07:08:00","slug":"exat-launches-market-sounding-for-the-srinagarindra-suvarnabhumi-airport-expressway-project","status":"publish","type":"post","link":"https:\/\/infratrans.co.th\/?p=2867","title":{"rendered":"EXAT Launches Market Sounding for the Srinagarindra\u2013Suvarnabhumi Airport Expressway Project"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\"><strong>EXAT Hosts Private Sector Opinion Hearing for the Srinagarindra\u2013Suvarnabhumi Airport Expressway Project<\/strong><\/h3>\n\n\n\n<p>On December 16, 2024, the Expressway Authority of Thailand (EXAT) hosted a private sector opinion hearing regarding the engineering, economic, financial, and environmental impact assessment (EIA) feasibility study for the <strong>Srinagarindra\u2013Suvarnabhumi Airport Expressway Project<\/strong>. The primary objectives were to provide key project information to investors, assess market interest, build investment confidence within the private sector, and gather feedback and suggestions from investors and stakeholders. These insights will be incorporated into the project study and analysis report under the Public-Private Partnership (PPP) Act, B.E. 2562 (2019). The seminar was presided over by <strong>Mr. Kajphachon Udomthampukdee<\/strong>, Deputy Governor (Strategy and Plan) of EXAT, at the Carlton Grand Ballroom, 9th Floor, Carlton Hotel Bangkok Sukhumvit.<\/p>\n\n\n\n<p>Mr. Kajphachon stated that the Srinagarindra\u2013Suvarnabhumi Airport Expressway Project serves as an alternative travel route that will alleviate traffic congestion on Intercity Motorway Route 7, while enhancing transport capacity and improving traffic flow in Bangkok and its vicinity, ensuring greater convenience and safety for commuters.<\/p>\n\n\n\n<p>The project&#8217;s alignment is designed as an elevated structure along Intercity Motorway Route 7. It begins at the current terminus of the Si Rat Expressway (Sector D). The initial section consists of a divided 2-lane elevated structure in each direction (eastbound and westbound), positioned within the median area between Motorway Route 7 and the service roads on both sides (North and South). Heading east past the Srinagarindra Interchange, the northern elevated structure will merge with the southern structure into a unified 4-lane elevated expressway spanning approximately 8.95 kilometers past the Thap Chang Interchange. It will then split back into two sides of Motorway Route 7 at the Rom Klao Road intersection.<\/p>\n\n\n\n<p>From there, a 2-lane section will branch off from the main alignment, turning right to connect directly with the entrance and exit of Suvarnabhumi Airport at the Suvarnabhumi Interchange. Meanwhile, the main alignment will continue past the Suvarnabhumi Interchange before descending to ground level on Motorway Route 7 in front of King Mongkut&#8217;s Institute of Technology Ladkrabang (KMITL), resulting in a total project length of approximately 15.8 kilometers.<\/p>\n\n\n\n<p>The project features 3 access and exit points:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>The project&#8217;s starting point<\/strong> at the Srinagarindra Interchange.<\/li>\n\n\n\n<li><strong>The connection point<\/strong> for the Suvarnabhumi Airport entrance and exit.<\/li>\n\n\n\n<li><strong>The project&#8217;s end point<\/strong> in front of KMITL.<\/li>\n<\/ol>\n\n\n\n<p>Tolling facilities will be located on the elevated structure for both inbound and outbound directions near the Rom Klao Interchange, utilizing an open tolling system that combines Manual Toll Collection (MTC) and Electronic Toll Collection (ETC).<\/p>\n\n\n\n<p>The total investment value of the project\u2014encompassing construction, design, and supervision costs\u2014is estimated at approximately 20,701 million Baht. The project yields an Economic Internal Rate of Return (EIRR) of 14.04% and a Financial Internal Rate of Return (FIRR) of 5.86%. Recognizing the importance and potential of the private sector in implementing expressway projects, EXAT is offering private investors the opportunity to co-invest. Under this framework, the government will be responsible for land acquisition, while the private partner will handle design, civil works construction, toll system installation, operations and maintenance (O&amp;M), toll collection, and overall management.<\/p>\n\n\n\n<p>This seminar marks a vital opportunity for EXAT to engage the private business sector, financial institutions, investor groups, public sector representatives, and both domestic and international trade associations to express their opinions and offer valuable suggestions. EXAT will utilize all feedback from every sector to refine the project&#8217;s study and analysis report in accordance with the Public-Private Partnership Act, B.E. 2562 (2019).<\/p>\n\n\n\n<figure
